Japan's transport ministry says it will order a railway company in northern Japan to remove its top safety official. The move comes after the company's failure to fix rail defects, as well as falsification of data about checkups on railway tracks.
The ministry conveyed its plans to Hokkaido Railway Company on Tuesday. It said it will also order the company to make fundamental reforms to ensure the safety of operations.
Ministry inspectors earlier found that for a long time, the company had been falsifying data on track checkups. They also found that the company's safety management system had not functioned sufficiently, leaving it to workers in the field to decide what to do for safety operations.
The ministry plans to order the company to thoroughly review its investment plans for safety systems, and to secure necessary funds. It also intends to order the company to introduce multiple checking systems for safety inspections and repairs, and to give employees training to raise their awareness regarding safety.
The government also plans to order the company to set up a third-party committee of safety inspectors to ensure that it conducts the reforms over the next 5 years.
The transport ministry will officially issue the orders after hearing the company's views.
The ministry also ordered the company to improve its operations in 2011 following a tunnel fire caused by a derailed express train. No other railway company has received official orders to improve business twice.
